Este conferentiar universitar, Facultatea de Stiinte Politice, Universitatea din Bucuresti. Detine o licenta in drept, Universitatea ”Al. I. Cuza” Iasi (1996), un masterat in drept constitutional comparat (1997, CEU) si un doctorat in drept, cu specializarea drept constitutional comparat (2006, summa cum laude, Universitatea Central Europeana, echivalat in Romania in 2007). A efectuat stagii de cercetare la facultatile de drept ale Universitatii din Toronto (2000), Universitatii Yale (2001), Universitatii McGill (2002-2004). A fost lector asociat intre 2002-2004 la McGill si Université de Montréal, predand cursuri de teoria generala a dreptului si drept constitutional american. Bursier al Fundatiei Alexander von Humboldt la Zentrum für Europäische Rechtspolitik, Facultatea de drept, Universitatea din Bremen si la Facultatea de drept, Humboldt Universität zu Berlin (2008-2010) si la Institutul Max Planck de Drept Public International si Comparat (2021). Publicatii pe teme de drept constitutional romanesc si comparat in tara (la editurile Hamangiu, Universul Juridic, Polirom, Humanitas) si in strainatate (la editurile Eleven International Publishing, Springer, T.M.C. Asser, Routledge, Vittorio Klostermann, Hart Publishing, Oxford University Press, Cambridge University Press).
